Medicaid Members Rights and Responsibilities

Rights
  • To get  information or questions answered about the member rights and responsibilities, the D.C. Medicaid Managed Care Program, Health Right, Inc., and its services, its doctors, and its other network providers delivering services
  • To be treated with respect and recognition of dignity by the care team
  • To understand an illness
  • To have the care team explain the treatment and alternatives before treatment occurs
  • To refuse treatment or care from specific providers
  • To know that conversations with the care team will be confidential
  • To choose an eligible provider from within the network
  • To obtain medical services without delay
  • To be able to make a complaint or appeal about Health Right Inc. or the care provided and expect a prompt answer
  • To be able to switch providers
  • To participate in decision making about your care and have a candid discussion of appropriate or medically necessary treatment options, regardless of cost or benefit coverage
  • To have access to your medical records
  • To receive information on advance directives and to forgo or withdraw any life-sustaining treatment
  • To have a right to privacy and receive a copy of our HIPAA “notice of privacy practices”
  • To receive a copy of health right’s member handbook upon request
  • To offer advice about the member rights & responsibility policy
  • To be free from any form of restraint, or seclusion used as a means of coercion, discipline, convenience or retaliation.
  • To receive interpretation and translation services


Responsibilities

  • To follow D.C. Medicaid Managed Care Program and Health Right Inc. rules
  • To follow instructions & guidelines given by those providing health care services
  • To understand the consequences of not following a treatment plan
  • To fully inform the care team about medical and relevant personal problems  required to treat your health care needs
  • To understand your health problems and participate in developing mutually agreed-upon treatment goals to the degree possible
  • To assist Health Right in obtaining previous medical records from providers
  • To not seek care from specialists unless it has been authorized by the primary care doctor
  • To not seek routine medical care from an Emergency Room
  • To treat the care team with respect
  • To express complaints, concerns and opinions in a polite manner
